Job duties: Under the general supervision of the Regional Construction Engineer, incumbent serves as a highway engineer responsible for various projects in survey, planning, design, construction and maintenance within assigned reservation areas. Monitors and reviews proposed location plans and design criteria data in order to plan, participate in, or chair public hearings during the preliminary design phase of projects to gain public input for final project designs. Prepares specifications and technical requirements for A&E contracts and serves as the Awarding Officials Technical Representative, (AOTR). Using aerial photography and surveys AOTR checks and prepares reports for drainage structures – locating site and drainage areas; soil and aggregate material investigations and reports; and land use – and – occupancy studies. Assures the timely completion or obtaining of all required preconstruction items such as Archeological Clearance, borrow and disposal site permits; driveway permits, utility easement crossing permits, utility relocation agreements, rights-of-way easements, environmental analysis, stream crossing permits and wetlands permits. Uses spreadsheet programs to develop and generate Engineers estimates, quantity list, as well as graphs and charts to track the progress of each project. Uses database management programs to enter, compile, and retrieve data on the Indian road system in the Eastern Region. Independently plans and develops alternative solutions for potentially long and short range problems related to planning and completing Complex Street and highway design projects. Administers feasibility studies and materials investigations, performs route reconnaissance and location; determines land ownership; materials investigations; guides lower grade employees on projects beyond their capability by providing technical assistance and direction. Serves as project engineer on route and site surveying and participates in design review conferences with project designers. Independently performs as a construction engineer in charge of assigned Area road and bridge projects and reviews contractors’ construction schedules and quality control measures.
