Job duties: Specific duties performed in this position include: preparing, conducting and/or reviewing studies, preparing and reviewing full designs with detailed plans, specifications, and cost estimates, developing and reviewing Requests for Proposal (RFP) documents for a full range of projects, including site grading and layout, stormwater conveyance and management systems, water, wastewater, and oily waste conveyance and treatment systems, streets, parking, highways, dredging, housing and dining facilities, recreational facilities, administration buildings, warehouses, operational support and training facilities, airfield facilities, and other structures and facilities; coordinating and leading a multi-discipline design and customer team to meet project requirements; defining the criteria, controls, and restrictions, from the technical standpoint, that govern work performed by private A&E firms; preparing outlines of services, scopes of work, and engineering fee estimates for work to be performed under Architect-Engineer (A&E) contracts and participating in negotiations; reviewing detailed plans, specifications, construction cost estimates, design calculations, project documents, and reports prepared by A&E firms for technical adequacy, completeness, functional design, sound engineering practice, and compliance with NAVFAC/DoD criteria and other applicable codes; developing and reviewing Request-for-Proposal (RFP) documents for Design-Build (DB) projects including the evaluation and rating of proposals for contract award; reviewing for approval/disapproval of construction contactor submittals to ensure conformance with the requirements and intent of contract documents, drawings, and specifications; conducting site visits to investigate problems and develop solutions; evaluating equipment and/or processes offered by manufacturers to establish their acceptability or develop specific objection that will withstand scrutiny up to the Congressional level; providing construction support, monitoring, oversight, and consultation to insure civil aspects of a project are constructed in accordance with design codes, contract plans, and specifications; preparing planning documents (1391, etc.), establishing design criteria, and outlining detailed planning and design scopes for large special and MILCON projects; reviewing civil design criteria and guidance to be used for Navy and DoD facilities; preparing correspondence, project status reports, economic analyses, fact sheets, engineering studies, and technical reports; providing expert civil engineering consultation to clients, even on projects that are not predominantly civil. The incumbent uses AutoCAD, computer applications, and cost estimating and specification preparation software in the performance of their duties.
