Job duties: Serve as Contractor Officer Technical Representative (COTR) responsible for engineering surveillance and inspection of construction operations on intermediate-to-large size facilities that are to be incorporated into the National Airspace System. Project complexity ranges from projects of intermediate complexity to major complexity. Project Manager, construction/installation coordinator, or project engineer will provide technical guidance when unusual situations occur.
COTR activities associated with project construction will include: interpreting contract documents; performing construction site surveys and layouts; performing technical review of engineering packages; ensuring work accomplished by contractors is consistent with contract requirements; monitoring contractor performance for quality assurance; reviewing and approving construction schedules; reviewing and approving contractor submittals/drawings; ensuring compliance with safety and environmental standards; maintaining documentation of construction activities including submittal of project status reports; keeping the contracting officer, construction/installation coordinator and project engineer apprised of construction activities; providing input to Contacting Officer on contractual issues; reviewing contractor progress against monthly progress payments; conducting contract acceptance inspections; participating in joint acceptance inspections (JAIs); assisting in contract closeouts; interfacing with parties that have official involvement in the project constructions; and collecting and compiling FRDF data.
In addition to COTR duties, also perform field-engineering tasks in support of project engineers, and install equipment as directed.
